Say a police officer Tasers a naked man who, having already been Tasered once, is lying face down with his hands cuffed behind his back, subdued and obedient.
And say this second Tasering comes two minutes after the first. That is, two minutes after the Tasering that caused the naked man to wind up lying face down with his hands cuffed behind his back, etc., etc.
Is this responsible Taser use? Since police forces insist they never use Tasers irresponsibly – we have their word for it – I guess it depends whom you ask.
